CCIA Framework — Six Phases

Scope Definition

Identify the regulatory, geographic and operational scope of the assessment. Define the trigger event, affected services, applicable jurisdictions, and stakeholders involved.

Baseline Assessment

Document current compliance posture: existing frameworks, policies, certifications, risk registers, known gaps and recent audit findings. Establish the starting point for impact measurement.

Impact Analysis

Systematic evaluation of how the change affects each compliance dimension: regulatory obligations, standards requirements, operational processes, technology systems, staffing and budget.

Gap Identification

Map gaps between current state and future requirements. Classify gaps by severity, complexity and urgency. Identify interdependencies and cross-jurisdictional implications.

Remediation Planning

Develop prioritised action plans with timelines, responsibilities, resource requirements and investment estimates for each identified gap. Define milestones and success criteria.

Monitoring & Review

Establish ongoing monitoring of remediation progress, effectiveness measurement, and periodic reassessment as regulatory landscapes evolve. Integrate findings into governance reporting.

Common Assessment Triggers

New Regulation

A new regulation or significant amendment enters force (e.g., EHDS, AI Act, NIS2). Impact assessment identifies obligations, timelines, resource needs and implementation priorities.

Market Entry

Organisation expanding into a new jurisdiction or market. Assessment maps the local regulatory landscape, identifies compliance gaps and builds the market entry compliance roadmap.

M&A Due Diligence

Merger, acquisition or partnership evaluation. Compliance impact assessment identifies regulatory risks, integration challenges, hidden liabilities and harmonisation requirements.

Annual Strategic Review

Periodic comprehensive assessment of the organisation’s compliance posture against the evolving regulatory landscape. Identifies emerging risks and strategic investment priorities.
